I heard that the IPL teams started by BCCI and the winning team in the finals would be qualified for the world cup matches. Is that true? Can anyone please reply to this. Because am so much fussed about this topic.

If you're talking about ICC world cup matches, my answer is no. IPL is hosted by BCCI and ICC has no role in it.

I think that's nothing more than rumor. From what I know IPL is Franchise based tournament and has absolutely nothing to do with the world cup. In fact , the world cup that has existed all these days happens to be 50-50 format whereas the IPl matches is T20 , 20 overs. So even if IPL had anything to do with world cup a direct entry into the world cup wouldn't be possible both being different formats of cricket.
